CSO

CRADA

A Cooperative Research and Development Agreement

ECCO

The Export Control Compliance Office, which is the organization that is assigned responsibility for making Export Control and Visual Compliance determinations for Fermilab

Export

The actual shipment or transmission of items out of the U.S. or the release of technology or software subject to the Export Administration Regulations (EAR) to a foreign national in the U.S.

Export Control

The regulatory controls that limit the transfer of information, commodities, technology, and software that is considered strategically important to the U.S. in the interest of national security, economic, and/or foreign policy concerns

EITD

Equipment, information, technology, or data, which includes but is not limited to documentation, photographs, videos, software, diagrams, blueprints, material, devices, apparatus, equipment, hardware and data storage devices

GAO

The General Accounting Office, which is the audit, evaluation, and investigative arm of the United States Congress

IAG

A federal interagency agreement

Memorandum of Understanding, Memorandum of Agreement, or other contractually non-binding statement of intent

NEPA

The National Environmental Protection Act

NPUA

Non-Proprietary User Agreement

OCI

Organizational Conflict of Interest, which may occur when a proposed Partner has a legal relationship for managing Fermilab (e.g. University of Chicago as contractor), which could create bias or preferential treatment for the benefit of the Partner organization

OHEP

The Office of High Energy Physics, which is the CSO for Fermilab

OMB

The Office of Management and Budget, which is part of the Executive Office of the President of the United States

OPTT

Fermilab's Office of Partnerships and Technology Transfer

OSS

Open Source Software

The Office of Science and Technical Information, which is responsible for disseminating scientific and technical information from U.S. Department of Energy research and development and environmental programs

Participant

The term used in a CRADA document to refer to the Partner

Partner

The term used at Fermilab to refer to all parties who participate in the Partnership and Technology Transfer activities of the laboratories

Partnering Agreement

A term used at Fermilab to refer to all forms of legally binding agreements with Partners, excluding procurement instruments and licensing agreements

Partnership Coordinator

Refers to the person who is assigned responsibility for guiding the Partner and the Principal Investigator through the process of forming a Partnering Agreement

PI

Refers to the Principal Investigator for a specific Partnering Agreement

PIQ

Refers to the Proposal Information Questionnaire, which is the proposal document for a Work for Others (WFO) agreement

SBIR

Small Business Innovation Research

SBIR/STTR

Combined Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR)

Sponsor

The term used in a WFO document to refer to the Partner

SPP (WFO)

Strategic Partnership Project (SPP) agreements, formerly referred to as Work for Others (WFO)

S&T Agreement

Refers to any international science and technology agreement that has been approved by the U.S. Department of State and duly executed by the U.S. Government and another foreign government
